18 Sep More immigration raids in San Francisco Bay Area
As of September 2025, U.S. Immigration and Customs Enforcement (ICE) has been conducting increased enforcement activities in San Francisco and the wider Bay Area, though not in the form of large, city-wide raids
. Arrests frequently occur during targeted operations at homes, workplaces, and federal buildings like the immigration court.
What are some Key events and developments in 2025 in the San Francisco Bay Area?
• Targeted residential arrests: On August 28, masked federal agents conducted a morning raid at a South of Market apartment building, detaining at least 13 migrants. A similar home raid happened in East Oakland on August 13.
• Courthouse arrests and protests: ICE has frequently made arrests at the San Francisco immigration court, detaining individuals who show up for required check-ins or hearings. This has triggered protests, with multiple reports of clashes between agents and demonstrators throughout the summer.
o In one instance on August 20, protesters were pepper-sprayed by federal agents, and an American citizen was arrested after allegedly clashing with officers.
o In July, an ICE agent drew an assault rifle during a confrontation with protesters.
What data available that showed high arrest totals?
Data from the Deportation Data Project shows that between January 20 and June 26, over 2,100 people were arrested in the San Francisco “Area of Responsibility,” which includes Northern California and surrounding territories.
o Between September 2023 and December 2024, the proportion of arrests involving people with no prior criminal convictions grew from 16% to 40%.
Are there detention of U.S. citizens?
In August, ICE detained and arrested at least one American citizen during a protest outside an immigration court. A transgender activist was also arrested in August during a protest outside the ICE field office.
• How do increased enforcement showed in the record? According to reporting by The Mercury News, immigration arrests in the San Francisco region rose significantly in 2025 compared to the final months of the previous administration. This follows the federal government reportedly ordering ICE to reach a quota of 3,000 arrests per day.
Are there any violation of sanctuary laws?
A KQED investigation found that San Francisco police data from a license-plate reader system was illegally accessed by out-of-state law enforcement agencies on behalf of ICE. This circumvents California’s sanctuary state law, which restricts cooperation between local police and federal immigration authorities.
What available support and resources can immigrants contact?
In response to the heightened enforcement, community leaders and immigrant defense organizations held rallies and publicized resources for those affected.
o The San Francisco Immigrant Legal & Education Network (SFILEN) operates a 24-hour hotline at 415-200-1548 for reporting ICE activity in the city.
