Julian Recto is a naturalized U.S. citizen while his spouse, Avelina Recto is a Lawful Permanent Resident.  They have four (4) married children left behind in the Philippines.  Mr. Recto filed an I-130 petition on behalf of his four unmarried children on March 31, 1987 and was approved in July 28, 1989.  However, Petitioner passed away on October 13, 1996.

The Family Sponsor Immigration Act of 2002 allows an alternate relative to submit an affidavit of support on behalf of the beneficiary of a family based relative petition if the petitioner dies.  Petitioner’s surviving spouse, Avelina Recto became the substitute sponsor to continue her children’s approved petition despite the death of her spouse.  Ms. Carolina Recto Alimurong seek the assistance of the Law Offices of Crispin Lozano to assists her mother to continue to process the approved humanitarian reinstatement requests of her three married siblings in the Philippines.  The humanitarian reinstatement request was approved on August 13, 2004 and the priority date was current at the time of approval.  With the consistent follow-up of Atty. Crispin Lozano with the US Embassy Manila and the National Visa Center, after 4 years of waiting, the siblings were finally scheduled for their immigrant visa interview and were issued immigrant visa. Their mother died soon after they arrived in the U.S. but they are happy that the dream of their parents came into reality with the help of Atty. Crispin Caday Lozano.
